Opportunity Description:

The Carl Vinson VA Medical Center located in Dublin, GA is seeking a Board Certified Family Medicine/Internal Medicine or Emergency Medicine Physician to serve as Chief of Medicine. This position will provide leadership and direction for the Medical Service staff and its programs, to include, acute inpatient care, Specialty Clinics, and Emergency Department/Urgent Care Clinic.

The COM must possess clinical knowledge that provides the ability to manage these programs and provide direct supervision to Clinical Providers, including Physicians, Nurse Practitioners and Physician Assistants, specifically with regard to customer satisfaction, quality of services provided, and efficiency of service delivery. The candidate will be responsible for the oversight of various specialty care clinics to include, but not limited to: Cardiology, Nephrology, Pulmonology, and Neurology.

 Program Administration: (70%)

 The Chief, Medical Service, is responsible for planning, organizing, developing, implementing, controlling, and refining a comprehensive patient management/clinical support/administrative program which provides services and technical counsel necessary to meet clinical, procedural, legal and administrative requirements relating to the care and treatment of patients to achieve maximum utilization of patient care resources in a cost-effective, efficient, and timely manner. Broad clinical and administrative expertise is required in order to coordinate Veteran care in collaboration with the Medical Center Clinical Service Chiefs, Quality Management, Nursing Administration and with other VA and non-VA entities within and outside the VISN.

 The Chief of Medical Service is responsible for implementing VHA Handbooks, rules, directives, policies and regulations governing a broad range of administrative aspects of the medical center. In order to affect the policies, COM must have skills in management theory, cost-benefit analysis, and statistical analysis. The COM will be committed to supporting Patient Centered Care, to include the Patient Aligned Care Team model. Integral to this role is the active engagement in quality improvement initiatives and the development of action plans that lead to process improvement and various systems redesign.

 The Chief, Medical Service is responsible for staffing of all pertinent clinical areas during non-administrative hours with a Hospitalist staffing model in order to ensure 24/7 physician coverage of the facility, including emergency coverage.

 The Chief of Medical Service is expected to serve on the Academic Affiliation and Medical School Affiliation committees as a liaison for the academic faculty with the affiliated residency programs. Familiarity with the Accreditation Council of Graduate Medical Education (ACGME) and Liaison Committee on Medical Education (LCME) standards and ongoing participation in meetings and correspondences with VISN and the Office of Academic Affiliations (OAA) is a requirement for this position. The candidate will work in conjunction with the Designated Learning Official, Designated Education Officer, and the sponsoring institution Designated Institutional Official and respective Program Directors.

 The COM will participate as a member, lead or champion of process improvement teams, leadership committees such as Medical Executive Committee, Patient Aligned Care Team Committees, Clinical Executive Board, Quality Executive Board, Professional Standards Board, Peer Review Committee, etc. He/she is tasked with providing active leadership and decision-making for the organization, is responsible for strategic planning, the budget process, and performance improvement initiatives. 

 Develops and administers a formal, systematic performance plan for reviewing, appraising and continuously improving each phase of clinical/clinical support/administrative activity.   The Chief of Medical Service is responsible for assuring that services provided by this medical center meet the standards set by accrediting agencies which govern the quality of care for this medical center, to include, but not limited to The Joint Commission, the OIG, SOARS, Long Term Care Institute (LTCI), etc.

In conjunction with other Service Chiefs, the Peer Review Committee and Professional Standards Board, the COM works to assure that any issues and deficiencies are corrected according to standards. The Chief of Medical Service must demonstrate knowledge and skills in interpersonal relations, especially the ability to appropriately and courteously relate to internal and external customers.

 Budget and Resource Management:

 The COM participates in the annual budget estimate for operation of the Medical Service. He/she assists in management of the formulation of the medical center budget, including allocation of funds and recommendations to top management regarding staffing requirements, cost effective technological advances, equipment, projects, and supplies. These budgetary recommendations are based on statistics, evidenced based practices and projections which indicate patient workload trends, and knowledge of VISN-wide goals and objectives for program development and management.

 Human Resources Management:

 The COM is responsible for developing and implementing a viable, cost-effective organization which manages positions within FTEE and budget.   The position will have responsibility for personnel actions involving key subordinates and is responsible for effective labor/employee relations by coordinating with Human Resources. Responsible for identifying training needs for subordinate employees, for ensuring the competency of staff for their selected positions. The COM will also ensure that services delivered are consistent with customer service needs and standards.

 The operation of this medical center includes educational affiliations with local Universities and sharing agreements with outside entities. The Service Chief will work closely with these entities in providing residents and trainees with the staff support necessary to integrate them into the medical center organization and its patient care programs. Sets guidelines or assists in decision making to resolve any issues which arise with these affiliations.

  Clinical: (30%)

 The Chief, Medical Service provides coverage commensurate with his/her time, providing direct patient care.

Work Hours: 8am-4:30pm Monday-Friday

Salary Range: Up to $385,000 per year

Work Hours: 8:00 am - 4:30 pm. This position may require the individual to work off hour shifts, weekends and holidays as priorities demonstrate a need.

Qualifications Required:

(a) Citizenship: Citizen of the United States.

(b) Education: Degree of Doctor of Medicine OR an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of Veteran Affairs for the year in which the course of study was completed. Schools of medicine holding regular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted.

Schools of Osteopathic medicine approved by the American Osteopathic Association for the year in which the degree was granted.Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or in the District of Columbia as qualifying for full or unrestricted licensure.

(c) Licensure and Registration: Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or the District of Columbia. The physician must maintain current registration in the State of License if this is a requirement for continuing active, current licensure.

(d) English Language Proficiency: Physicians, including residents, appointed to direct patient-care positions must be proficient in spoken and written English as required.

(e) Additional requirements: The physician must be Board Certified in Family Medicine/Internal Medicine or Emergency Medicine.

Preferred Experience: Candidates should have clinical leadership experience and experience working in an inpatient setting.

Facility Description:

The Carl Vinson VA Medical Center is located on a beautifully landscaped 75-acre tract in Dublin, Georgia. The 340 operating-bed facility provides both acute and extended care services and has approximately 1,100 employees providing comprehensive health care to Veterans in Middle and South Georgia.

Services provided at the medical center include primary care, mental health, ambulatory and primary care, optometry, women’s health, and extended care, as well as specialized programs to include cardiology, pulmonary, general surgery, podiatry, urology, and physical therapy. Mental Health services available include treatment for substance abuse, post-traumatic stress disorder, and general psychiatric care.

In addition to the services available at our medical center, primary care and mental health services are provided at our five community-based outpatient clinics (CBOC’s) located in Albany, Brunswick, Macon, Milledgeville, Perry, and Tifton, Georgia.

The Carl Vinson VAMC has established partnerships with schools of higher education and is categorized at Education Level 3. The primary affiliate is with Midwestern University, College of Health Services, with which VA has developed a unique and very close professional relationship. CVVAMC has a range of clinical disciplines and continues to receive requests for new affiliations. We have active affiliate agreements with 24 college and university programs in many fields, including; Surgical Technology, Ambulatory Care Clerkship, Pharmacy & Health Professions, Registered Nurse & Medical Technician, Physician Assistants, Professional Programs in Nursing & Nurse Practitioners, Recreation & Sports Management, Psychology, Health & Kinesiology, Leadship Technology & Human Development, Bio-Medical, Personal Care Assisting & Respiratory Therapy, Nurse Practitioner Masters Level, Marriage & Family Therapy, Psychiatry, Internal Medicine, Geriatrics, Nursing - BSN & MS, Associate Degree in Nursing, Doctor of Pharmacy, Dental Assisting, Allied Health and Rehabilitation Counseling.

On an average, we sponsor around 4 physician assistant students per quarter, 2 surgical technicians per quarter, 2 pharmacy technicians every 5 weeks and around 15 nursing students every 3 to 4 months.
